Charmspeak is an ability granted to the most powerful of Aphrodite's children. Piper is able to use this, and she can do it very efficiently. She can talk people into doing things, such as handing over the keys of a sports car and allowing her to drive away in it. However, it can be ineffective against people who are incredibly willful (either it wouldn't work or it would wear off quickly) and it lasts for only a short amount of time (that would be up to the player). Even when she's not focusing on a particular person, her powers have been known to calm people in general or make them want to do something.
So, if you could please fill out the following form for whether Piper would be able to charmspeak your character(s), I would appreciate it! I would definitely make sure to clear this ahead of time if it came up in a thread, though.

How effective would charmspeak be against your character? As the Hulk, not at all. Zip. As Bruce, somewhat effective. If it's something he wants to do (calming down, for example) then it'll probably work partially. Otherwise it'll run into the Hulk problem and do nothing if it's against his will.

How effective would charmspeak be against your character? I'd say moderately. He's pretty easy to influence mentally but he also has a lot of mental noise going on at any given point in time which could affect reception.
